Health System Resilience in the Face of Climate-Related Disasters: Challenges, Adaptation Strategies, and Policy Implications for Bangladesh

Abstract
Bangladesh is exposed to frequent climatic shocks such as floods, cyclones, and droughts that make manifold impacts on its health system. Strengthening resilience will facilitate continuation of care, less fragility, and greater preparation for climatic shocks. This research assesses disaster-resistance in the health system in Bangladesh through disaster prevalence between 1994 and 2023, adaptive actions, policy implementation, and disaster response capability. A second dataset was explored over 30 years of disaster occurrences and health system indicators. Trends for the Health System Resilience Index, effectiveness in adaptation strategies, implementation levels for policy measures, and emergency response capabilities were all examined. Correlation and regression methodologies identified relationships between system response and disaster occurrence. Findings suggest that frequent disasters had negative impacts on Health System Resilience Index with sharp declines on high-intensity disaster years. Consistent increments, on the other hand, appeared in adaptation measures effectiveness and disaster response capacities from 2010 onwards as evidence in support of disaster preparation investments. Policy implementation levels stayed inconsistent to top long-term resilience gains. Statistical verification was on the side of strong positive adaptation measures-resilience outcome relationship, yet relaxed policy enforcement hindered sustained development. Bangladesh will require successful policy implementation, sectoral planning for adaptation, and recurrent funding for emergency response building health system resilience. Good governance and resource allocation will sustain resilience against climate risks.
